This appears to be an incomplete case file. Thomas S. Elms was elected Sheriff of Putnam County in 1843 to serve out the unexpired term of James Bartlett who resigned. He reported that he collected $236.27 in taxes but failed to turn in the money. The Governor of Tennessee brought suit against him and his securities.
